How we rank a signal
Two questions decide a signal's value: how close is it to the moment the promoter or the finance head picks who checks the claims and runs the front desk, and can the hospital buy at Zonov.ai's size. A filed record with a date beats an announcement; an announcement beats a job post.
One record is a lead. Two independent records at the same hospital, such as a fresh empanelment and a live billing posting, is a qualified window.
Closest to the decision
One to four months outThe hospital says in its own words that the billing, TPA or HMIS seat is open, and often names the HIS.
A live posting for a billing, TPA, revenue-cycle, HMIS or IT seat
A posting on Naukri, LinkedIn or the hospital's own careers page for a TPA desk head, insurance claims manager, billing head, medical coder, HMIS or HIS implementation manager, IT manager or digital lead. We date it from the posting's own metadata and read it for 'set up', 'head' or 'single point'. A posting that names the HIS tells us the integration surface. It can also mean the hospital will hire rather than buy, so the honest opening is support for the new seat.

An RGHS empanelment term ending under the scheme's 2026 renewal pack
Rajasthan's state scheme publishes every empanelled hospital with its MOA date and the date its term ends. About 250 hospitals' terms end between October 2026 and January 2027, and renewal now runs on the MOA and performance bank guarantee documents the scheme published in June 2026, under an April 2026 circular that auto-rejects any claim whose TPA query is not answered within 15 days. A renewal is the claims process in writing, and it lands on the finance desk in the same quarter as the first auto-rejections.

A fresh scheme empanelment (PM-JAY, RGHS, CGHS, ECHS)
Approval to treat scheme patients at fixed package rates. The PM-JAY, RGHS, CGHS and ECHS lists carry the hospital, the city and the date. A newly empanelled hospital starts preauthorisations, package claims and rejections it has not handled before; RGHS and PM-JAY carry volume, CGHS and ECHS pay slowly. The list shows the name, not the volume, so we read the hospital's bed strength and specialities beside it.
A new cath lab, oncology or high-value unit licensed or opened
An AERB licence for a cath lab or radiotherapy unit, or a dated opening of a dialysis, transplant or oncology unit. High-value procedures carry the largest preauthorisations and the costliest rejections. The register can lag the opening by months, so we check the hospital's own announcement for the date.

Management reaching for process
Six to eighteen months outA NABH accreditation newly granted or certified
The NABH register lists accredited and entry-level hospitals with the grant date and validity. A grant means management wants documented process and digital records. Entry level usually means a small hospital; full accreditation at 100 beds and above is the row we read.

A new CFO, COO or revenue-cycle head appointed
A dated announcement by the hospital or the person. A new finance or operations head runs a review of billing, claims and leakage in the first hundred days. We take the date from the post itself and check the leadership page.
New money into the hospital or group
A private equity or fund investment, or a bank term loan on a hospital company, from dated press, an exchange filing or a company-registry charge filing. New money funds digitisation and a professional CFO. Many hospitals are partnerships or trusts and file nothing, and a loan is often for equipment, so this class confirms more than it leads.
Capacity with a date
Opening day to six months afterA new building, branch or block needs registration desks, billing and IPD workflows from day one; a branch often inherits the parent's HIS.
A new hospital, branch, IPD tower or OPD block, dated
A pollution-board consent or biomedical-waste authorisation for a new hospital (which lists the bed count), a fire certificate, a Clinical Establishments or KPME registration, an exchange filing, or dated press with the promoter named. A new hospital chose its HIS at fit-out, so the opening is the moment the overlay is added, not the HIS replaced.

- Who would decide, by role (promoter, managing director, CEO, medical superintendent, finance head), with a name only where the hospital's own page or a public record gives one
- The suggested first line and the correction, so outreach never claims more than the record shows
No email or phone appears unless it is published on the hospital's own site or a public record.
